The flag of Page, Arizona, as seen here in a video from the 2022 League of Arizona Cities and Towns conference at 0:08, can be partially seen, featuring the municipal seal on a white background. In the Arizona Republic issue of December 4, 1977, it says that Page has had a flag from the month it became a town. The flag of Page was adopted on March 22, 1975. This was done as a part of incorporation ceremonies in the town, where the "key to the city" and the flag of Page were handed to Mayor Norm Martindale at Page High School.

I was sent the meeting minutes of the first Page town meeting by the clerk. It reads: “Council members reviewed the entries submitted in the City Seal Contest and voted to adopt the concept submitted by Joan E. Wright to be used as the town emblem.” The seal was adopted on March 1, 1975, the same day it was incorporated.
