According to the Douglas Dispatch, the previous flag of Bisbee was unveiled
on July 4, 1970. The idea of a city flag was proposed by the Beautification
Committee of the city. The art department of Cochise College appears to have
judged designs in a contest where students of Bisbee could enter.
The
winning design was submitted by Ernestine Chavez, at the time 11 year old
student at Horace Mann School. The design had a blazing orange sun symbol rimmed
in yellow, signifying Bisbee's agreeable climate, on a field of turquoise for
copper ore. Three figures are on the sunburst: a mine chart, a mountain, and a
yucca plant with yellow blossoms and a turquoise base. Among these figures is
the former city motto in black letters, "City of Sunshine, Bisbee, Arizona".
