Meaning:
In spite of the toponymic discrepancy, the settlement that serves as the municipal seat is located in this commune: It was renamed to match the name of the municipality (as Vila de Terras de Bouro, in full style) in 2005, from its previous designation (Vila de Covas). A settlement named Moimenta also exists in this commune, which takes its name, but diffuse geographic spread pattern of dwellings and other structures make this matter unclear — and also, not flag related.
What is more or less flag-related is that the usual situation, in most other municipalities in Portugal, especially rural ones as this is, is that one commune within each municipality shares its toponym and the seat settlement with the municipality itself.
Also flag-related is that, in spite of the presence of this municipal seal town in its communal territory, this commune´s coat of arms show only three towers in its mural crown.
The saltire is an attribute of st. Andrew, the local patron saint. The blue bend sinister wavy is a representation of the Homem River.

Moimenta is one of the 11 communes of Terras de Bouro Municipality not affected by the 2013 changes; it had 783 inhabitants in 2021 and covers 3,05 km². It is the seat of the municipality.
