It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

Shield Or (proper); at dexter a house Argent with port and windows sable,topped by a Latin crosslet Sable, seen from gable side; at sinister the municipal shield of Póvoa do Varzim; in chief a baroque shield Argent surrounded by elafage and tendrils of the same; base barry of five of Argent and Or; the barrulets Argent are fimbriated Sable. Mural crown Argent with three visible towers (village rank) and golden scroll with inscription in black capitals "BALASAR".
Meaning:
The house probably is the house, where Alexandrina Maria da Costa (30 March 1904 - 13 October 1955), also known as Blessed Alexandrina of Balazar, was born. It is a national monument. Read more about that woman at English WIKIPEDIA!

The coat of arms probably can't be approved by Comissão de Heráldica da Associação dos Arqueólogos Portugueses (CHAAP), as it is using nearly exclusively metals (Argent and Or).

Balasar, or Balazar, Commune is one of the seven communes of Póvoa do Varzim Municipality; it had 2543 inhabitants in 2011 and covers 11.6 km².
