It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of white and green.

Shield Or, an eradicated pine tree Vert, flanked by two doves volant respectant Azure, issuant from base a doublemount Gules, charged with a bar wavy Argent, charged with a barrulet wavy Azure. Mural crown Argent with four visible towers and white scroll with inscription in black capitals "POMBEIRO DA BEIRA".
Meaning:
Among others "pombeiro" means "he-dove", the doves are thus canting elements.
