Panama City seems to have a flag as seen behind the mayor at
<www.municipio.gob.pa>.
The flag is white and charged with the municipal Coat of Arms
with the inscription "MUNICIPIO DE PANAMA" above the
Coat of Arms.

The flag of Panamá (full name Nuestra Senora de la Asunción de Panamá, Our
Lady of the Ascension of Panama) is seen

Coat of Arms with and inscription above reading MUNICIPIO DE PANAMÁ in black
capital letters, and below it seems to have the motto LA MUY NOBLE Y LEAL CIUDAD
(the very noble and loyal city) also in black capital letters (according to the
official explanation of the CoA, found
here.
There seems to be also a gonfalon, as seen
here.

Here is a historical Coat of Arms, the first one Panama City
had had. The City was refounded again on August 19, 1519 by Pedro
Arias de Dávila (known as Pedrarias Dávila) and by Real Cédula
issued on December 7, 1519 (other sources claim September 15,
1521), the Spanish King Carlos V granted this city its arms, with
the motto "In nómine meo foveat me" (Help me on my own
behalf, or help me for my own sake).
