I was in contact with the provincial authorities of Panama in
2003. Ngöbe Bugle has a first unofficial flag: quartered green and
white. In 2000 the adopted a horizontal green, white and red
flag. Further changes, if any are unknown.

Based on this article, Ngöbe Buglé comarca in Panama adopted an official flag
in first days of 2009. It has red, white and light green vertical stripes, and
three black stars placed in the white field of the flag.

These flags and coat of arms were presented during a contest held on
September 21, 2012. It seems neither the flags or coat or arms got officially
selected.

It seems that the Comarca adopted this flag as its official symbol in 2013,
following a flag contest from September 2012.

This flag seems to be a version of the well known flag of Mama Tatda, a flag
sent by the gods from the sky claiming protection for all America as a green
zone and received and adopted by many indigenous people in Panama (and
recognized by 196 countries). See
https://www.youtube.com/watch?v=y9UGC_-qxJE. I believe that another version
is adopted by the community of Bagama as attested by photos.

The flag of Provincia de Ngobe Buglé is shown in
Wikipedia

I don't trust this one. The author refer to them as flag of
"province" (and it is not...) and there is
no support to this images. I expect somebody that report a flag
to use the correct terminology. Moreover, Wikipedia itself (both
English and Spanish) don't use those images in their main pages
of this comarca.
