Since the dimensions given by António Martins were obtained measuring by hand (in a lighter shade of grey in the above image), it could easily be that the distance of the inner circle (defining the crescent) to the hoist should be precisely 6 units (rather than 5 + 11/12 units) which would place it neatly in the hoistmost point of the circle circumscribing the star. If so, the radius of the inner circle is 2.75 (2 ¾), i.e. the diameter is 5.5 which is a not very weird number since it is already used once in the construction sheet explicitly (distance from fly end of canton to center of the star).

I found a document with a construction sheet and color specifications with Pantone colors: Blue 2768, Red 199, Yellow 108. Matching CMYK is Blue 100-0-0-0, Red 0-100-100-0, Yellow 0-0-100-0. (Please note that red and blue Pantone values are swapped with each other). (Source)
