The idea of a municipal coat of arms came from Municipal President Jesús Valenzuela in 1975, who thought the municipality should have a coat of arms and decided there should be a contest. Juan Trasviña Ocampo was the winner of the contest, being awarded 2000 pesos for his design. It is known that it was first published as part of the council regulations on 1 July 1988. Description according to the document:
ARTICLE 33.- The official coat of arms of the Council shall be the heraldic coat of arms of the municipality, whose characteristics and symbology will be explained:
a) At the upper left of the coat of arms, observed is a furrowed field with ears of wheat, a sickle, and bovine cattle head which represent the agriculture-related activities of the Municipality;
b) The image of the upper right represents the El Rancho Estuary and the Bay of Empalme, where maritime, coastal, and sport fishing are practiced;
c) At the upper [sic] left, highlighted is a laurel crown, two hands interlocking, and a lit torch representing "Friendship and Wisdom";
d) In the lower right, observed are the general workplaces of the National Railways of Mexico, with ways of access to the same, which represent part of the industrial activity of the Municipality; these workplaces occupy second place for its importance in the National Railways, and
e) To the front it has the tank, erected in the Independence plaza, flanked by two rails and to the center a locomotive, principal characteristic of the city of Empalme, Sonora.
