The origins behind the symbol's history remain unknown, as the council stated to me that the symbol was adopted in 1645 (clearly not true). Description of the symbol according to https://baceracsonora.blogspot.com/2009/01/localizacion-e-historia_5473.html:

Its form is of defense, given to the constant fights which existed between the naturals and the conquistadors. At the center we see a cross; influence of the Christian evangelizers in the foundation of the population: Santa María de la Baceraca. At the sides a cross, agriculture, and wood, way of living for the population. At the foot, the head of a beef cattle, sustains the principal population of the community of Bacerac. The coat of arms is over two weapons. A bow, weapon of the naturals, subdued by a sword, weapon of the conquistadors, crossed with it symbolizes the mixture of blood between the tenacity of the Indian and the adventurous spirit of the Spaniard. At the background, blue of tranquility, the trees in trilogy symbolize work, victory, and development, fed by the vital liquid which is carried to the sea, and in its immensity, gives perfection and progress. In the lower part a utensil as a relic of the past of the first inhabitants of Bacerac, symbol of the Ópata culture, race of our culture and example for all who love their land and victory. The name of its founder Fray Cristóbal García and the year of its foundation are marked, in the same manner its original name "Santa María de la Baceraca".
