"The new government flag was hoisted for the first time on March 29,
2016. Following the recent changes where the official government insignia (https://en.wikipedia.org/wiki/Government_of_South_Korea#/media/File:Emblem_of_the_Government_of_the_Republic_of_Korea.svg)
was changed from a hibiscus to a (stylized) "태극" pattern (taegeuk), the new
flag is hoisted for the first time on March 29 in front of the Government
Complex-Seoul.
The flag bears the taegeuk symbol, representing
Korea's history and traditions and its vision for the future. Below the
symbol is written "Government of the Republic of Korea." The hibiscus
insignia, which was used on the governmental flag from 1949, had symbolized
the Korean government for the past 67 years, but it garnered low public
awareness. Moreover, each government agency had been using its own logo or
insignia.
At the flag hoisting ceremony on March 29, Minster of the
Interior Hong Yun-sik hands over the previous flag, used for 67 years and
bearing a hibiscus, to a representative from the National Archives of Korea

Kaori Sekino translated the text on the Korean blue flag into
Japanese and then I translated it into English:
The Korean words in the center of the flag means "government".
Re: Decree on government flag
(President Decree No. 99 issued on November 28th 1998 )This is to publicly announce that the way of making "government flag" representing the Korean government and the usage are stipulated as follows:
1 Way of making government flag is shown in #1.
2 Usage
A) The government flag may be hoisted and put up on wall in government combined office building, government public conference room, Secretary of State office room and meeting room and so on.
B) The government flag shall be hoisted next to our national flag but not together with any other national flag.
C) The main device of the flag may be used alone as a government logo in necessary occasion.
D) The central government organization and agencies may replace words of "government" of the flag with "abbreviated form of its own name of organization or agency " and use it as organization or agency flag.
Appendix: The decree comes into force on the date of public announcement.
