Overview

The Turkic Council is an international inter-governmental organization of countries with Turkic languages as their national official language and includes Azerbaijan, Kazakhstan, Kyrgyzstan, and Turkey, which were the four founding members in 2009. Turkmenistan and Uzbekistan are «possible future members». Its full name is Cooperation Council of Turkic-Speaking States (Türk Dili Konuşan ülkeler İşbirliği Konseyi in Turkish).

In November 2021, the organization was renamed the "Türk Devletleri Teşkilatı, TDT" (English: Organization of Turkic States, OTS) during the VIII Turkic Council Summit, held on November 12, 2021 in Istanbul.

Uzbekistan has joined the organization as a full member in 2019, while Hungary and Turkmenistan have become the observer members in 2018 and 2021, respectively. The Turkish Republic of Northern Cyprus has become the observer member in 2022, despite not being recognized by any of the countries involved except Turkey.

The sun rays are modified in accordance with the 2023 change of the flag of Kyrgyzstan, while the star-shaped frame is borrowed from the state emblems of Uzbekistan and Turkmenistan.The new flag design now combines the elements of the national symbols of all member countries.

Turkic-speaking countries have agreed on a single flag at their summit in Bishkek. The statement came from Turkish Foreign Minister Ahmet Davutoglu. He said the flag combines the symbols of four countries. "The flag combines the Sun on the flag of Kyrgyzstan, blue color of the flag of Kazakhstan, the star of the Azerbaijani flag and the crescent of the Turkish flag. Our countries will move forward thanks to this unity". He said that no project are possible in Eurasia without the participation of a Turkic state.

In the summit of Bishkek 25 August 2012 was adopted a flag to represent the countries (not peoples) speaking Turkish languages. The flag is blue (Kazakh color) with a white sun (Kyrgyzstan), within the sun a half moon (Turkey) and a eight-pointed star (Azerbaijan)

Its flag is light blue (the Turanist/Pan-Turkic color) with a central device in white. It combines elements of the national flags of its four founding members, namely the Turkish crescent and the Azeri star (both light blue) on the Kyrgyz sun (in white) on the Kazakh background.

The logo and [former] flag of the Organization of Turkic States (then called Turkic Council) was presented to the public during the press conference of the Council of Foreign Ministers (CFM) prior to the II. Summit of the Organization held on 22 August 2012 in Bishkek. The logo and flag contain the elements of the national flags of the Member States of the Organization. Accordingly; the logo and flag consist of the star of the flag of the Republic of Azerbaijan, the blue color of the flag of the Republic of Kazakhstan, the sun of the flag of the Kyrgyz Republic and the crescent of the flag of the Republic of Türkiye. The flag of the Organization of Turkic States, together with the flags of the Member States, was solemnly raised to the flagpole by Nursultan Nazarbayev, Founding President of the Republic of Kazakhstan, and Abdullah Gül, 11th President of the Republic of Türkiye, at the premises Organization on 12 October 2012 in Istanbul.
