From Tom Clancy's "The Bear and The Dragon." The fictional flag is that of a "dead" nation, called the United Islamic Republic (UIR). The flag consists of a green background, two yellow stars next to each other, centered. This was found on US aircraft, each UIR flag showing how many UIR aircraft were shot down by each plane.

The UIR is born and dies in the Clancy novel "Executive Orders." It's a result of Iran taking over Iraq. As one character says, "Lots of room for more stars on that flag."
