That must be a punning flag — music for the country name "do-re mi"
(«the first three notes»); "San" indicating a fictional Latin American location. The list at stripverhalen.net suggests
that this flag is shown at least in the books Avontuur in San
Doremi (#11) and De diktator van San Doremi (#20).

The name might also be a play on "San Remo".
There may have been even more adventures in San Doremi; I'm not certain,
though. There was also a dictator of Buldaria, I believe, who also may
have had a flag. If only we knew how to find these.
