According to this article on vexilologia.org (website of the Sociedad española de Vexilología):
The mayor of Mugardos Juan Domingo de Deus officially presented this Thursday, June 2, the new official coat of arms and the new flag of the Real Villa de Mugardos, the first official signs, approved in plenary session and with a favorable report from the autonomic Heraldry Commission.
The municipal government began a few months ago the adaptation of the representation of the municipal coat of arms and the provision of its own municipal flag or insignia. In this sense, the Heraldry Commission reported that the municipal coat of arms of the Mugardos council in use until now, has its origin in the municipal seals that it used in the 19th century.
The first of them is the one that had a star surmounted by a crown, although its use was short-lived, between June 1868 and February 1894, when the royal crown was suppressed and replaced by a second star. This new arrangement with only two stars, although heraldically more appropriate, was finally replaced by the one with two crowns with a star in the middle, which was the formula in force until now.
It is not possible to specify the moment in which it was decided to adopt this last heraldic provision, even though the documents preserved in the AHN Ink Stamp Collection indicate as of 1805, a more than improbable date, it was agreed to use it forever. for his own coat of arms two crowns with a star in the middle on a silver field, a decision that is said to have intended to perpetuate the memory of his triumph in the vassalage lawsuit with the convent of Montefaro and for the grace that King Felipe V for his royal decree of November 25, 1690 granted this "town and port of Mugardos to free it from the contribution of soldiers and sailors, by the happy chance of landing in the roadstead of this town and his very expensive and beloved wife".
The time-honored use of this last heraldic provision advises its maintenance, despite the double inconvenience, it should not be forgotten, of bringing two crowns to the field of the shield with the meaning of stamps and not so much as figures. It was the Heraldry Commission itself that proposed that the Council of Mugardos organize its arms in the previous terms, with the only condition of having the field in azure (blue), as it is the one that currently joins and coexists better, in addition, with the enamels or metals that correspond to the figures that are available on it.
The proposal finally approved for the blazoning was azure (blue), a gold star (yellow) accompanied by two open crowns of the same color, arranged one in chief and another in the tip. At the buzzer, royal crown closed.
At the same time and in accordance with the criteria generally applied to the municipalities of Galicia, which aims to avoid unnecessary disparities or conceptually objectionable distortions, the Heraldry Commission proposed that the future municipal insignia of the council be organized with the following description “O pano amarelo e, or center, vertical strip of blue, two thirds wide, with a yellow star, accompanied not high and low by simple open crowns in their natural color”.
