The parish of El Goaltal, located in the north-west of Carchi province, was
established by Decree No. 660, adopted on 27 December 1949. The youngest parish
of Espejo canton, El Goaltal was settled by chichona harvesters in a mountainous
area known as Los Golondrinas. Realizing that the soil and climate would favor
agriculture, they registered on 27 October 1936 Sociedad Obrea Acción Vicentina,
which was granted for free the Golondrinas area by Executive Decree No. 97,
issued on 23 April 1938.

The flag of El Goaltal is composed of three horizontal stripes of the same
size, from top to bottom, green, white, and celestial blue.
Green is a
symbol of biodiversity, plant abundance, hope, and aspiration of the first
settlers to have a worthy life; green represents the rich and diverse plant
production, including exotic wood trees, the protecting wood and the forest
reserve delimited on the parish's jurisdiction.
White is a symbol of the
purity of the air and of the citizens living in a wealthy and welcoming parish;
white represents conservation of the natural environment, and the producing and
ecological fields as sources of crystalline water and natural life.
Celestial blue represents the water resources of the parish, such as sources,
brooks, rivers, waterfalls and marshes, which are part of the tourist local
reserves, source of life and recreation for the past and present generations,
with crystalline water gushing forth from the mountains; celestial blue also
represents the clear and warm months of July, August and September during which
the sky is totally limpid.
