The "Caja Central Financoop" (English: Financoop Central Bank) is a second-tier financial institution that financially integrates the national savings and credit cooperative system, in the context of the popular and solidarity financial sector, established in June, 1999 in Quito through the merger of 13 Cooperatives of saving and credit by "Acuerdo Ministerial No. 02243 del 27 de agosto de 1999" (English: Ministerial Agreement No. 02243 of August 27, 1999). It derives its name from the amalgamation of the words "Financiera" (English: Financial) and "Cooperativa" (English: Cooperative).

Its flag is vertically divided black and white, 1:2 with the logo on the white field.
