The flag of the City of Elliot Lake, Ontario, consists of full coat of arms
on a white background. The flag was seen on a photo of the city mayor at:
http://www.cityofelliotlake.com/en/cityhall/mayorcouncilandcommittees.asp
[although the image has now changed - ed].

An image of the flag is available on the
Elliott Lakes Standard web page from May 2015, and the detail of the arms
can be seen on a lapel pin on
ebay (image archived here). The
shield has 7 horizontal waves blue and white, on which is a ship's wheel, and on
that a red maple leaf. Above the shield is a miner's hat, and above that an atom with
electrons. The motto OMNES AD UNUM (all for one) is arched above the atom, and
below the shield is the city name.
