The municipality of Capivari de Baixo (24,298 inhabitants in 2017; 5,316 ha)
is located 130 km south-west of Florianópolis.
The Jorge Lacerda
Thermoelectric Complex was developed in Capivari de Baixo by the Federal
Government in the 1960s, harnessing the contiguous coal seams in the south of
the state of Santa Catarina and providing the national electricity system with a
strategic reserve, principally during periods of low rainfall.
The complex is
organized in seven generator banks, grouped into three plants: Jorge Lacerda A,
with two generator units of 50 MW each and two of 66 MW each, Jorge Lacerda B,
with two units of 131 MW each and Jorge Lacerda C, with a generator unit of 363
MW, representing a total capacity of 857 MW. The physical guarantee for
commercialization of the complex’s energy is 649.9 average MW. Authorization for
operating expires in 2028.
The Jorge Lacerda Thermoelectric Complex is
certified according to ISO 9001, 14001 and 50001 management standards for
quality, environment and energy efficiency and OHSAS 18001 certification for
occupational health and safety.

The flag of Capivari de Baixo is prescribed by Municipal Law No. 52
promulgated on 2 September 1993.
Article 1.
The flag of the
municipality of Capivari de Baixo shall be composed of the blue, yellow, white
and black colors, with the following symbolic interpretation.
I - Blue, in
the background's field, borrowed from the flag of the mother municipality,
Tubarão.
II - Yellow, distributed in vertical and horizontal stripes on the
field azure, characterizing the reconciliation of the nations living in the
municipality.
III - White, shaped as rays centered on the blue field and
superimposed to the yellow stripes, symbolizing the production of electric
energy.
IV - Black, shaped like a prisma, in the flag's center, symbolizing
coal, the source for electric energy.
Article 2.
The flag of the
municipality of Capivari de Baixo shall have the following dimensions.
a)
Flag's total area: 10,800 cm2 = 1.20 m x 90 cm.
b) Four rectangles of 52 cm
x 38 cm forming the background's field.
c) The vertical and horizontal
stripes of 14 cm, separating the rectangles.
d) Four rays in irregular shape
of 48 cm in length, starting from the flag's corners.
e) An equilateral
triangle of 10cm (prisma) superimposed to the flag's center on the confluence
of the rays.
