Buenos Aires Province, 330 km west of Buenos Aires city.
The district is named in honour of Leandro Nicéforo Alem, an Argentine politician, founder of the Radical Civic Union political party, and mentor to Hipólito Yrigoyen, who became President of Argentina.

The pseudonym used by its creators was "Winged Hearts", and it was a joint work of Gisella Agrasso from Primary School No. 7 of Juan B. Alberdi and Manuel Foglia from JIRIN No. 3 also of Juan B. Alberdi, in La Colonia.
In presenting their work, the authors explained that "the flag consists of two parts: one represents the sky with the rising sun; the rays are the wheat and the sunflower, and the tractor and the outstretched hand reflect the work of rural laborers. The other part, green in color, alludes to the plowed furrows and the sowing of seeds. And next to the furrows, the laurel symbolizes the glory and hope of continued growth."
After the ceremony, District Chief Inspector María Virginia Sábato expressed her satisfaction: "We are very happy because we were able to bring this project to fruition, which actually originated as an idea of the Director of Culture, Rubén Ghio. Having a flag that identifies us as a district, and even more so one designed by the residents themselves, was impossible to dismiss, so we got to work."
