Description of the flag

I spent some time in Leesburg, Florida recently and went to a city operated meeting center called the Venetian Center. I noticed a flag on the pole out front appeared to be a city flag. I photographed it from the back because of the angle of the sun.

The flag is white with the seal centered. The ribbon appears to be all black.

Masao Okazaki, 8 April 2023I also photographed an entryway carpet in the Venetian center. Attached are the photographs. I noticed that Leesburg does not have a flag listed on FOTW. I don't know if this is official or not.
