The "Общероссийский профессиональный союз военнослужащих, НПСВ" (All-Russian professional union of military personnel) was founded on January 17, 1992 (http://mgo-opsv.ru/ystav.pdf) and it is a non profit organization that represents the interests of military personnel, citizens discharged from military service and their families.
The flag is a red horizontal background with the logo in the middle and the name on top. The Moscow branch uses two variants: one with inscription only on top and one with inscription on top and below.

There's also the "Московская городская организация Общероссийского
профессионального союза военнослужащих, МГО ОПСВ" (English: Moscow city
organization of the All-Russian professional union of military personnel), the
Moscow branch, which is a territorial association of organizations of
professional unions of military personnel of the city of Moscow.
