Under Municipal President Óscar Palacio Madueño, a contest for submissions was launched in 1974. The local civic action group formed a jury for the submissions, presided by Prof. Adalberto Alegría and as secretary Prof. Francisco Urrea. As bases for the contest, the submissions were required to include the foundation of the port, fishing, and tourism. The contest entries would be chosen during the Navy Day celebrations on June 1. First place received a medal, trophy, and diploma, while second and third places received a trophy and diploma. Submissions were created in schools throughout the city. Chosen as the winner of the contest was the student Jesús Coronado Urrea of the Secondary School No. 27 "Profr. Gilberto Pacheco Castillo". Description of the symbol, according to the Encyclopedia of Municipalities and Delegations of Mexico:
In the upper part of the quadrangle divided in half into two parts, appears the image of a luminous lighthouse constructed over an islet; the other half of the quadrangle is found cut into two parts, divided by the compass rose; in the first of the lower boxes appears a shrimp trapped in netting, and in the other box a boat of one sail and to the background a reef point or cape; the quadrangle has two ribbons, of the upper part containing the legend: puerto Peñasco, Sonora, and in the lower ribbon the legend Ciudad y Puerto [City and Port]. The heraldic coat of arms, in turn, is found marked by lines in its two extremes making a curl.
