The Lao People's Revolutionary Youth Union was founded in 1955 is the youth arm of the ruling Lao People's Revolutionary Party. While membership numbers are hard to come by, a report by the state news agency in 2017 shows that 96 percent of all students in primary and secondary school age are members of the LPRYU.

As for the flag, it is their symbol on a background. The symbol itself is the Lao flag with the symbols of education (the book), farming (the wheatear) and industry (the cog). The name of the organization appears on a red ribbon in white at the bottom left. There are two variants of the background; one is very similar to the blue of the national flag and
another one is a very light blue. However, the first pattern is seen more often.
