Banner with the new logo of the Regional Council of Hight of the Galilee (Mo'atza Ezorit Merom HaGalil). The big letters mean "Merom HaGalil", the small letters are not discernable (website [restricted access]). It can be assumed that the flag has the same design.
The photo above was taken on 21 March 2024 at a ceremony to commemorate the battle of Tel Hai in 1920 (Source with original photo) (Battle of Tel Hai: see Tel-Hai Trustees).

Regional Council Merom HaGalil is situated between Western Galilee and Upper Galilee at the highest area of the Galilee mounts, in the area of Zefat. The city hall is at Granot HaGalil near Meron. Founded in 1950, pop. 10'000.
During my visit I spotted the unofficial flag as a white flag with black emblem and no inscription. The municipal emblem was published in the official gazette (Rashumot, Yalkut HaPirsumim), YP 631, 30 October 1958, from where I took the image for the above image.

Meaning of the name is Height of the Galilee as its jurisdiction include the highest area of the Galilee including its peak at Mount Meron (1204 m). It Govern 24 communities (Avivim, Amirim, Or HaGanuz, Biriya, Bar-Yohai, Dovev Dalton, Hazon, Tefahot, Kalanit, Kefar Hannanya, Kefar Shamai, Kerem Ben Zimra, Livnim, Meron, Safsufa, Ein Al-Asad [Druze village], Alma, Amuka, Inbar, Farod, Rikaniya [Cherkess village], Shazor, Shefer).

I guess that the building at the left side is the holy grave of Shim'on Bar-Yohai that is situated in Meron and is the center of Lag BaOmer festivity each year. This festivity whose "trademark" is a gathering around bonfires include also the traditional first haircut for 3 years old boys at the holy grave.
Lag Ba'Omer is the thirty-third day of the Omer period between Passover and Shavu'ot, celebrated with the lighting of bonfires.
The flag as seen a week ago is still black emblem on white.
