These are the Royal Air Force Appointment Flags - or "Car Flags". According to "British Flags and Emblems" by Graham Bartram, these flags are flown on aircraft, vessels and vehicles when the appointed officer is on board.

A UK, WWII-era, RAF Air Officers Commanding Staff Car pennant. Cotton construction with embroidered roundel to the centre and yellow/gold crown. Slide holed and stringed to attach to the car flagpole; double sided.
