The "اداره عالی تفتیش" (English: Supreme Audit Office) is the highest
(fiscal) inspection body in the country. It reviews the observance of rules and
regulations (compliance), performance, finance, information technology systems
in budget departments, Government-owned enterprises and companies, their
municipalities and related business units; in the capital and provinces,
Afghanistan's political representations abroad; inspects the country and World
Bank projects, as well as Ministries. It also has jurisdiction to oversee public
sector Departments as well. It was established in 1923 as "دیـوان سـنجش"
(English: Court of Assessment) with the purpose of auditing government revenues
and expenditures to determine whether indeed, government revenues and
expenditures have been implemented in accordance with the budget regulations and
later changed its name to "تفتیــش عمومــی محاســبات" (English: General Audit of
Accounts), then in 1980 "ریاســت عمومــی کنترول و تفتیــش" (English: General
Directorate of Control and Audit), then in 1984 "کمیتــه دولتــی کنــرول" (English: Committee Government
of Control ) and in 1988 "اداره کنترول و تفتیــش" (English: Office of Control
and Audit), to later adopt its current denomination.
