"The official university seal is a circular plaque, with "University at Buffalo" and "The State University of New York" surrounding an inner plaque. On the inner plaque is an American bison (locally called a 'buffalo'), signifying the university's local origin, mounted on an escutcheon that is supported by the palm leaves of victory. The escutcheon itself contains two inescutcheons, bearing the initials U and B, and 1846, the year of the university's founding. A chevron separating the inescutcheons is charged with the flames of wisdom."

SUNY University at Buffalo is a large R1 research university, and is one of
the four SUNY university centers that anchor the system. It is the largest
public university in New York. It is located on the north side of town, sort of
near Tonawanda.

The university seal at www.buffalo.edu/toolbox/vi_introduction.html is not identical to the one on the flag; the date has been moved from the shield down to the ring, and replaced with another inescutcheon. Possibly the seal was changed between 2004 and now.

This appears to be another former flag of the University
at Buffalo. This is the flag that Challenger astronaut Gregory Jarvis carried with him on the Shuttle, which escaped the disaster somehow unscathed. The Challenger disaster occurred on January 28, 1986.
In this picture dated May 19, 1986, there appears to be a flag of SUNY Buffalo in the background.
