I came across several photographs of an honor guard from the US Immigration and Customs Enforcement, a subordinate
agency of the US Department of Homeland Security. The honor guard, present at the 2014 National Police Week events in Washington, DC, carried four flags: the American flag, the Department of Homeland Security flag, the US Immigration and Customs Enforcement flag, and a law enforcement officers' memorial flag. The photo can be seen at www.flickr.com, photo number 036.
According to the agency's Wikipedia entry, "U.S. Immigration and Customs Enforcement (ICE) is an American federal law enforcement agency under the United States Department of Homeland Security (DHS), responsible for identifying, investigating, and dismantling vulnerabilities regarding the nation's border, economic, transportation, and infrastructure
security. ICE has two primary components: Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO). Headquartered in Washington, D.C., ICE is charged with the investigation and enforcement of over 400 federal statutes within the United States, and maintains attachés at major U.S. embassies overseas."

The Immigration and Customs Enforcement flag features the agency's seal displayed on a grey field.
