Description of the Flag

The flag has a white background and in the center is a black seal-like shape with Mark Twain portrayed inside with some stars around him. On his sides read "18" and "19" respectively, in red because 1819 is the year the city was first platted. The numbers lay on a blue bar. Above Hannibal himself is the word "HANNIBAL" and below him "MISSOURI", both words in blue.
