Brown County in Indiana has a community flag. The web page at www.browncountyindiana.com reports:
"Community leaders create Brown County flag

With the theme of "Peaceful Valley" prominently displayed amid a montage of local icons, designers of a Brown County community flag recently unveiled their final product. The first public presentation of the flag was made November 26, 2005.
Prominent parts of the flag and its design include the blue background and an eagle, both symbolic of Brown County High School and its "important part of this community's activities and spirit," Mr. Lloyd said. "Pat Lloyd recommended the features of an artist palette and a rustic cabin to recognize the artist colony tradition and the people's pioneer spirit." Other contributions were the vista with fall foliage, wood smoke emitting from the cabin's chimney, the blue haze and the whitetail deer in the pasture. "The people of Brown County are known for their pioneer spirit, self-reliance, artistic and musical talent and their hospitality," the release stated. "These attributes, and the natural beauty of this land, provide people with an enjoyment and a contentment that comes from embracing these special qualities of life.""

The article calls this a "community flag" and a "citizen's flag", and there is no mention of County officials being involved in the process, or of the flags use as an official flag by the County government. So we probably ought to regard this as unofficial until we get more info.
