consists of a red burr oak leaf on a dark blue background surrounded by a thick
white border, which is itself surrounded by a thick red border of the same
length. There is a yellow fringe on the outside. The oak leaf itself has a white

Note that the flags have different sizes of the leaf and the white rim. The
flags shown by the city have a thicker line and larger leaf. The flag shown by
the soldier has a thinner line and maybe a smaller leaf.
