based on town website
Duncan is a town in Greenlee County, Arizona, United States. According to 2006 Census Bureau estimates, the population of the town is 713.
Its flag is shown on the town website. It is white with the town seal on its center, and the words "TOWN OF DUNCAN" above and "ARIZONA" below.
The filename says it is the town flag
"...../images/119_TOWN_OF_DUNCAN_FLAG.jpg".

I was trying to get a better image of this flag and got an email response
from Town Manager/Clerk Terry Hinton. I was told that Duncan doesn't have a
flag.

Here are a few possibilities:
1. The government was confused and called
its logo a flag.
2. This was a formerly used flag, but has since been
forgotten.
3. Duncan does use a flag, and the clerk has no idea.

A flag is marketed through Amazon:

This is one of those flags which are mass produced. Many fictional flags for
places are mass-produced on places like e-Bay, Amazon, etc. because the sellers
do not know what flags are right and wrong, they only see profit. So unless the
city government actually is seen with this, we do not know for sure if it is
really in official use or not. It is real for sure, but a real flag is different
to one in official use.

A search of the Duncan website for the word "flag" showed only two relevant
uses. Both are town council minutes from 2019 about having a 6th grade social
studies class to design a town flag. This suggests that in 2019 Duncan doesn't
think it has a flag.
