The Syrian Salvation Government, SSG ("حكومة الإنقاذ السورية") is a de facto unrecognized quasi-state in Syria formed in November 2017 by Hayʼat Tahrir al-Sham (HTS) and other Syrian opposition groups during the Syrian civil war. It controls much of northwest Syria, and had an estimated population of over 4,000,000 in 2023 (source: https://levant24.com/infographics/2023/07/structure-of-the-syrian-salvation-government). Its capital is Idlib and (since the 2024 Northwestern Syria offensive led by the SSG) its new largest city is Damascus.

The flag is sometimes confused and/or related to with that of the Syrian Interim Government,
run by the Syrian National Coalition which uses a
modified 1932 flag. Hence, they changed the
stars for an inscription in Arabic instead to distinguish themselves and feature
it in "liberated areas" as a de facto government (source:
