Bieh State

Flag

Bieh State, originally Eastern Bieh State (until about March 2016?) existed from the presidential decree of 2 October 2015 until it was revoked, disestablishing it on 22 February 2020. The state flag is a horizontal bicolor of the Lou-Nuer flag colors, indicating its location in the Nuer homeland. In the center was the state emblem.

Emblem

The state emblem is circular, depicting what appears to be a dwelling in its center. Over it, two crossed tools appear (a cane and a spear?), with two trees to the sides. The field is blue; on the flag, it appears to be green-ish and reads presumably Republic of South Sudan above and reads Bieh State below. To the side of the dwelling, there appears to be 3 tusks on each side.

Rebel state

This state was not an officially recognized state, being created after Riek Machar appointed a rebel governor against the central government. It is one of the 21 states he proposed, though not known which other states had rebel governments. The state itself appears to have disbanded by 2020 after the reintroducing of the 10 original states. Its flag depicted an emblem similar to the one of the federally recognized state: the flag was blue with a different emblem from the one used by the rebel government. In the center of the emblem is a scene with what appears to be mountains, having a ribbon (?) underneath; the scene is enclosed by a tusk on each side.

I found an image of what appeared to be the state flag on Facebook. However, I couldn't find an image of the emblem or flag anywhere else, so it may be marked as unconfirmed just in case. The emblem appears to depict a bow and arrow; two tusks; and a hilly environment.

I have little doubt that the emblem you've found had been used by the opposition (Federal Republic of South Sudan) for Bieh State: https://www.facebook.com/photo.
But there's another one that could have been the emblem of the opposition-controlled Bieh State:

The rebel state emblem is circular, reading at the top Our Unity in our Strength as its motto. At the bottom, Bieh State is read. To the sides are two items (?); in the inner section, what appears to be a dwelling or rock has numerous tusks at its foot, with one big one on each side. Underneath, there appear to be two trees.

Possible sports flag

The above photo shows a flag in Bieh State, which is divided into three vertical stripes of white, black and white. The white stripe at the hoist is thinner (if included as part of the flag) than the other two stripes which are the same size. Various emblems of the State deface the latter two stripes and the name of the State is emblazoned across the top.

I think this flag is a sporting flag, based on the design. I don't think it was the state flag; just a state sports one.
