The coat of arms and flag of Gornji Petrovci are prescribed by Decision Odlok o uporabi grba in zastave Občine Gornji Petrovci, adopted on 1 April 1998 and published in the official Slovene gazette Uradni list Republike Slovenije, 31/1998, 18 April 1998, with effect on 3 May 1998.
The basic layout of the coat of arms and flag might have been already hinted in the statutes of the Municipality, but the Decision prescribes them in details. The text in the official gazette is not accompanied with drawings.

The symbols were designed by Valt Jurečič of Heraldika d.o.o. and Heraldica Slovenica, who kindly provided drawings from which the images shown on this page were made.

The flag of Gornji Petrovci is of a design characteristic of the Slovene municipal flags. A cross of an unusual shape is made of a combination of an horizontal division in three stripes and a vertical division in three unequal stripes, which is often known as Canadian pale. Therefore, the flag has four rectangles, one in each corner, while the main field forms an unusual wide cross. The vertical arm of the cross is square and bears some attribute from the coat of arms as a rule.
The flag proportions are 2:5. It can be easily shown that the corner rectangles should be 1/3 h x 3/4 h, h being the flag height.

The flag of Gornji Petrovci has such a blue cross on a white field, with the otter and fish from the coat of arms as the central attribute.
The aforementioned decision gives an ambiguous size of the corner rectangles as v/3 : 2 x v/3, v being the flag height, which however cannot give the central field to be a square. It must be v/3 x 3v/4, as explained above.

A vertical version of the flag is prescribed, being the horizontal flag rotated 90 degrees.

Stanič & Jakopič [j2s05] give the colour specifications, which are not part of the Decision, as:

- Golden Yellow: Pantone 116
- Blue: Pantone 293
- Red: Pantone 185

The coat of arms of Gornji Petrovci can be blazoned as "Per fess, argent fourteen houses azure roofed gules 7 + 7, azure an otter argent passant regardant with claws gules holding in jaws a fish or.
Valt explains that the fourteen houses represent the fourteen settlements in the municipality. In traditional heraldry, a four-legged animal with a fish in jaws is always called an otter (Lutra lutra [Mustelidae]; in Slovene, vidra). The fish in jaws is the specific attribute of an otter, to differentiate it from a cat, dog, fox, wolf, etc. It is said that an otter is capable of carrying much bigger fishes holding them over the back. The otter is shown here regardant.
