It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

Coat of Arms

Shield Or with base wavy of Vert and Argent, a Holstein cow proper, i.e. Argent spotted Sable, passant. On chief a Marian Crown Azure. Mural crown Argent with three visible towers (village rank) and white scroll with black inscription "NORTE GRANDE - NEVES".
Meaning:
The base wavy with green waves is a representation of the Atlantic Ocean. The Marian Crown is an attribute of Our Lady of the Snows, the local patron saint. The cow probably is alluding to local dairy.
