It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

The description for silver and blue fringes, tassels and cord is unexpected, since the flag is green — and these two colours are almost always the same as those on bicolour flags or containing the colour of plain flags. This might be a typo, but on the other hand it also may be an error that escaped scrutiny and become legal, or
even it could be intentionally like this — once more the law that governs all these flags and arms so strictly in some regards is however ambiguous about how the flag background must be in one or both colours chosen for the tassels and cord.
According to the description by the Comissão de Heráldica da Associação dos Arqueólogos Portugueses (CHAAP) frines, tassels and cord are silver and blue (see left image above), according to the communal webpage they are golden and green (see right image above). It seems that the expected version with golden and green is at least in use.

Meaning:
The word ""_souto" means "chestnut grove", the arms are partly canting. A grove is often depicted by three trees of the same kind. The orb is an attribute of Jesus Christ, being the local patron saint as Our Divine Saviour. The base wavy is a representation of the Homem River.

Souto is one of the 11 communes of Terras de Bouro Municipality not affected by the 2013 changes ; it had 461 inhabitants in 2021 and covers 3,98 km².
