It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field (village rank).

The arms are Azure two nails Argent set per saltire pointing downwards and in chief an ancient crown, i.e. a coronet, Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "SANTO QUINTINO".
Meaning:
The arms are canting, as one of the relics of St. Quentin are the nails used in his martyrdom (which are not among his hagiographic attributes, according to this webpage< http://en.wikipedia.org/wiki/Saint_Quentin>). St. Quentin is one of the patrons of this commune, where a 14th century shrine exists, but the spelling used in the toponym is atypical: in Portuguese, saint names starting with consonant are styled "São", not "Santo", which is used only in names starting with a vowel.
