It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and white.

Shield Azure with base wavy of Argent and Azure superimposed by a millstone Argent, an embattled tower Argent with port and windows Gules and masoned Sable, flanked at dexter by a crozier Or in bend sinister, at sinister by a radiant sun Or with face, in chief, a Marian crown Or. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "VILA DE FAJÕES".
Meaning:
The crown is probably referring to Our Lady of Ribeira, to whom is dedicated an ermitage. Furthermore there are four chapels in Fajões, dedicated to Our Lady of Ribeira, Our Lady of Lapa, Our Lady of Salubriousness and Our Lady of Sorrows.
