It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

Shield Argent, a fess wavy Azure charged with a barrulet wavy Argent, in chief a cross patty Gules charged with a Greek cross Argent at dexter and a rounded cross patty Gules at sinister, in chief on a red disc a Paschal Lamb. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "RIO FRIO - ARCOS DE VALDEVEZ".
Meaning:
The Paschal Lamb is an attribute of St. John the Baptist, the local patron saint, the crosses are alluding to the Orders of the Knights of Christ and of the Templars. The fess wavy is a canting element.
