Vacalar was created in 1958, already after the establishment of the current system of Portuguese local flags, but still at a time when only municipalities were expected to have coat of arms and flag, while communes (as a lower level subdivision, the lowest) only exceptionally were granted them — until the mid-1990s.
It is one of the ten communes of Armamar Municipality not affected by the 2013 changes; it had 172 inhabitants in 2021 and covers 6,04 km².
