It is a typical Portuguese communal flag, with the coat of arms centred on a plain field quartered of white and green.

The arms are Vert four milestones Argent set in lozenge upon base wavy Argent a barrulet Azure. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA SECA - ARMAMAR".
Meaning:
"Vila Seca" means "dry town" and this is inverse canting - an extreme case of mindless adding of a meaningless wavy base to each and every communal arms, regardless of how rivers or streams are locally significant.

Vila Seca Commune was one of the pre-2013 communes of Armamar Municipality (q.v.); it had 483 inhabitants in 2001 and covered 11,49 km².
