After poking around Google, I managed to find the flag of Sunchang County,
Chŏllabuk-do (North Jeolla).
http://www.sunchang.go.kr/index.sko?menuCd=BA01002000000 gives a lot of
symbolism of the symbol, but since my Korean is not that good, I will let
the text from http://i-english.sunchang.go.kr/sunchang/symbols.html explain
the symbol.
"This symbolizes the image of Sunchang's clean, beautiful natural
environment, warmhearted people and historic local culture. It expresses
the hope and the meaning of the new millennium in the 21st century. The
colors of green, blue, red and white reflect the four beautiful seasons of
Sunchang."
I based my drawing off of the design at
http://www.sunchang.go.kr/join_images/images/sc_gun_sub/sunchanggunflag.jpg
which mostly is the city symbol on a white background. I am not positive about
the exact specifications.
To add some more information from
http://www.sunchang.go.kr/index.sko?menuCd=BA01002000000 the Pantone colors
are 354 C for green, 2738 C for blue and 431 C for red.
