Tokai village in Ibaraki adopted its flag on February 28 1995.

The flag is described by Notice No 4, 28 Feb 1995. My understanding is that the flag features the village emblem in green (Mansel 2.0G4.2?9.8) on white, rather than vice versa. The village emblem is defined at the village website (in Japanese), with the adoption date given as 1 April 1963.
At Asahi-net (in Japanese),
the emblem is explained as a stylised hiragana to と shaped as
the gamma ? (γ) of gamma-radiation, and the waves of the Pacific
Ocean. (The page gives as its source the 2000 village handbook/summary.)

The flag of the village is already reported, but I found just white version
of flag.

Tokai Village general affairs section says now they use only white flag with
a green village emblem and no longer green flag. They hoist a white flag at the
village hall today (Aug 11th 2014)
