The municipality of La Grande-Motte (8,391 inhabitants in 2009; 1,056
ha) was established on 1 October 1974, seceding from Mauguio.
La Grande Motte, a sea resort built from scratch in a marshy, uninhabited area belonging, rejected all the urbanistic and social codes of the traditional sea resorts dedicated to
wealthy tourists. It was a main element of the Racine plan, which aimed
at establishing popular sea resorts on the then desert coasts of
Languedoc, able to "repatriate" the French summer vacationers from
Spain. The pyramidal architecture proposed by Jean Balladur (1924-2002; a cousin of former Prime Minister Édouard Balladur) stirred a big
controversy.

The marina of La Grande-Motte, with more than 1,500 moorings, is
managed by the municipality of La Grande-Motte. According to the
French Code of Sea Ports (consolidated version, 1 January 2011), a
municipal port should have a Port Council (Conseil portuaire, CP)
presided by the Mayor and including port's users elected by the Local
Committee of the Port's Permanent Users (Comité local des usagers
permanents du port, CLUPP). In several places, users have established
users' associations to better defend their interests.
The Association des Plaisanciers du Port de la Grande-Motte (APPGM)
was founded in June 1997 to defend the interests of the non-
professional users (plaisanciers) of the marina via the CP and the
CLUPP.
The burgee of the APPGM (drawing) is blue with a golden border, charged with two white sails and a motorboat all over, and the white letters "APPGM".
An earlier blog of APPGM, dated 2005, shows what must be the previous
burgee of APPGM (drawing and photos). The burgee is white with a blue border and the former logo of APPGM, made of a white "pyramid" representing the local architecture over a red-orange half-sun, in the foreground boats and a fouled anchor, below the black letters "APPGM".
Oddly enough, the straightforward reference to the "pyramids" has been
dropped from the current design.

The Société des Navigateurs Grands-Mottois (SNGM) was founded in December 2009 as a splinter of the APPGM by users dissatisfied with the management of the marina.
The burgee of the SNGM (photo) is swallow-tailed, blue with a white border and a white cross, whose horizontal arm is inscribed "SNGM" in blue letters.
