It is a (light-)blue-white vertical bicolour. The coat of arms is shifted to the top.
Meaning:
The official city flags are plain bicolours. Those with arms are probably just event flags, made on occasion of the 500-years anniversary of the Protestant Reformation in Germany, iniated by reformer Martin Luther (born 1483 in Eisleben and died 1546 also in Eisleben). They can be seen in various ratios and shades of blue during the pageantry held in 2017.

Shield Azure, a pair of wings Argent.
Meaning:
Eisleben historically had been a possession of the Counts of Mansfeld. The wings had been the crest within their old family arms. They appeared together with the helmet in the shield of the city arms since the begin of the 16th century. In the 17th century the helmet became the crest of the city arms and only the wings remained in the shield.
