The ratio is given as 1:2. It was a white over blue horizontal bicolour. The information is confirmed by Stadler 1970, p.60.

Shield Argent, an embattled castle Gules with two towers, having cone roofs Azure, an open port and a portcullis Sable, upon the embattlements a lion rampant Azure, armed and tongued Gules.
Meaning:
Neustadt (= new city) was founded as a city in 1215 by the Counts of Wölpe. In 1302 Duke Otto o Lüneburg acquired the city. The first seal probably is from that time, as the rule of the Welfen kin is stressed by the lion and the circumscription. It displayed two different towers, the lion in base and St. Mary with child, protector of the local St.Peter's church on top of the embattlements. The current pattern is based on a seal from the 16th century.
