Description of the flag

The flag, seen on pages such as http://www.surfcoast.vic.gov.au/My_Council/Council_Meetings, is an aquamarine green colour with a yellow border at the top and a white border at the bottom, bearing a logo made of the words "Surf" (white, italic), "COAST" (yellow) and "SHIRE" (white, small, spread out below "COAST").

This article on the BayFM site http://bayfm.com.au/index.php/news/19622-surf-coast-appoints-new-ceo (no longer available) was accompanied by a picture of the council offices with a flag which seems to be the same, except that the word surf is accompanied by a white wave, as in the logo currently used by the council. (The article is from 26 July 2012, no indication when the picture was taken.)
