I am almost definitely certain Mustang does not have a flag, and never has.

Mustang is a town in Texas incorporated in 1973 solely for the purpose of selling alcohol in a mostly alcohol-free Texas. After many laws restricting the selling of alcohol were repealed, the town soon started to die out. The town was then offered for sale to a person leasing a club in the town named Tommy Sinclair for $600,000, but the transaction was not completed. In the end, billionaire Mark Cuban purchased the town in 2021 for $2 million, and today has no residents. It is still legally incorporated as a town, however, but does fit the description of "ghost town".
